Your estimate depends on drawings. Put the access work on the pursuit schedule.

A public notice can describe the part while keeping the manufacturing package behind a separate release process. That creates work before a fully informed estimate is possible.

Compare three dated packages with explicit access conditions. Two use DoD SAFE; one uses restricted SAM.gov attachments. Preliminary estimating can proceed in parallel, but record which assumptions still depend on the unavailable files.

01 / Three scheduling questions

Make the access dependency specific.

Who can request?

Identify the requester authorized by the package. In these cases, the named JCP custodian is part of the release process. Giving the estimator a portal login does not establish that the requester matches the instructions.

What is checked?

Separate an application prerequisite from a buyer's release condition. Hellfire names a Level 2 (Self) check in SPRS before release. Lifting cap's access paragraph names JCP and secure handling without stating a CMMC status.

What is still unknown?

Warren's DEV wording depends on an export-control warning that the retained package does not establish. Keep that condition open. An estimated application interval cannot tell you the earliest date your company would receive the drawings.

Keep the source dates beside the planning assumption.

Use the access planning worksheet to record the missing file, owner, route, unresolved condition and next review. It includes a labeled example and blank rows. Do not put controlled drawings in an ordinary planning sheet.

05 / What these cases establish

They show an access dependency, not the outcome of a bid.

A retained paragraph can support a dated teaching example without establishing the current package. Follow each notice's history and amendments before acting. A passed listed response date alone does not prove cancellation, award or closure.

Access can affect estimating, but it does not prevent every preliminary pricing exercise. Mark assumptions explicitly and decide what level of estimate your business can responsibly support.
