Preserve the public requirement, incorporated version and proposed scope behind the representation. Separate those from later business assumptions.

Identify who accepts the next action. Assigning a name does not establish that the person has reviewed the handoff.

If the entity, system or information flow changes, check whether existing evidence still answers the requirement. Leave uncertainty visible until resolved.

Let the receiving owner explain the next action.

Use the subcontract change handoff worksheet when the action crosses an organization boundary. The same fields also prompt an internal discussion of source, affected work and accepted ownership.

This example deliberately stops before an award outcome or a claim that a platform resolved the change. A useful demonstration would show how a reviewer sees the requirement, evidence and unresolved applicability question.
