The Pearl Harbor stair-tower RFQ N32253-26-Q-0048 illustrates four different checkpoints: attendee registration, a mandatory visit, questions and quote submission.
Its updated notice moves the visit date while retaining older instructions below. This is a dated review example, not an invitation to attend an event whose listed date has passed.

The older paragraph requests attendee names and email addresses by August 21 at 2 p.m., followed by government confirmation. That sentence does not state a time zone. Do not invent one or assume the cutoff was reopened.

The update identifies August 31 for the mandatory visit and questions, while the older text retains September 3. Preserve the update and inspect the amendment context.

A later quote deadline does not automatically provide a later opportunity to complete every participation step. Check each condition and ask the named authority about unresolved participation.

A participation record should identify what was completed.
Synthetic example: a team sees a quote deadline on its opportunity board and assumes there is still time to decide whether to attend. A separate participation row would show the earlier event and registration work before estimating begins.

The useful lesson is the dependency between actions. No claim is made that a particular supplier missed this visit, lost an award or could obtain an exception.
