A first-article requirement creates evidence work. Include that work in the pursuit review.
The retained Warren engine-assembly package SPRDL1-26-R-0121 asks for first-article testing and a report tied to drawing, specification and quality requirements. A general statement about the supplier's quality system cannot replace that requested evidence.
This dated case examines the test and report burden. The separate delivery case examines the schedule. Neither page assumes the government will grant a waiver.

Test scope
Section E identifies testing against drawing 12587603 and specification A-A-52462. The controlled technical package still needs its own authorized review.

Evidence structure
The report calls for actual inspection and test results, keyed to the applicable requirements. Identify who will produce those records and which tests depend on supplier evidence.

Waiver request
Section L requires a completed worksheet and supporting material with the response. A request is not approval, even when the supplier has previously furnished a similar item.

04 / Put the evidence to work
Keep the decision and its basis together.
Section L warns offerors not to assume a waiver will be granted. It allows requests for a portion of the test and asks for references to the specific technical requirement. That is a reason to make the request precise.
Before submitting, distinguish the plan to perform the test from the evidence supporting a waiver request. A price or schedule conditioned on a waiver needs review against the solicitation's evaluation terms.
