A release paragraph can create work before the technical package arrives. Read its requester, evidence and delivery-route conditions.

Submission and award

A proposal can need identifiers or supporting material even where the associated status is required before award. Record those as separate actions.

A contract can require maintained status or continuing safeguarding. A successful proposal does not end that work.

Keep the decision and its basis together.

For each matrix row, record one checkpoint and its source. If a requirement spans several checkpoints, create linked actions rather than hiding all of them behind one completion mark.

A synthetic team might have access approved and still need to prepare proposal identifiers. Another might have submitted the identifiers and still need a status refresh before award. Those examples describe a review method, not findings about the named procurements.

Use the evidence for the question it answers.

The Hellfire release condition does not automatically apply to Warren or to another solicitation containing 7025.

No universal rule is inferred that CMMC must always be complete at proposal submission or that every access request has the same prerequisites.
