Is CMMC required at proposal or award?

The November 2025 DFARS 252.204-7025 provision requires the stated CMMC level or higher before award, with a current status and affirmation in SPRS, and asks for relevant CMMC unique identifiers in the proposal. DFARS 252.204-7021 addresses maintaining the required status during performance. Read the specific package for separate access or submission conditions: an award checkpoint does not automatically postpone every other requested item. Record each checkpoint separately and ask the contracting officer about inconsistencies.
