Being associated with a purchasing arrangement does not establish that your company can compete for every order. First identify the instrument: a basic ordering agreement, an indefinite-quantity contract or a particular task or delivery order. Then read its scope, authorized users, ordering procedure and participation conditions.
The acronym is the beginning of the review, not the access decision.
A BOA is not an IDIQ contract
Under FAR 16.703, a basic ordering agreement records terms, descriptions and methods for future orders. It is not itself a contract and does not promise future government orders.
An indefinite-quantity contract under FAR 16.504 provides for orders within stated limits during a fixed period. It includes a stated minimum and maximum. The contract and ordering instructions determine the relevant scope and process.
Do not treat a BOA’s potential period as booked revenue or an IDIQ’s maximum as money already obligated to your company.
Build a three-document review

FAR 16.505 addresses ordering under indefinite-delivery contracts, including fair-opportunity rules and exceptions for multiple-award contracts. It is not a promise of access for a company that does not hold the relevant contract.
Separate two pursuit decisions
The first decision may be whether to seek entry into an arrangement or compete for a base contract. A later decision may concern an individual order. Each can require different evidence and resources.
Record which decision the current notice actually presents. If it opens one response window within a longer arrangement, do not describe that window as the entire future market or assume another window will be offered.

Check conditions beyond contract access
Even when the participation route is established, examine the order’s technical, source-approval, data-access, security and delivery requirements. Base-contract eligibility does not answer whether your team can perform the particular work.
Use the requirements matrix for the detail and the bid checklist for the decision. Record any reliance on a teammate separately from your company’s own contract position.
