A restricted attachment tells you that access is controlled. It does not, by itself, explain why the document is restricted or which approval you need. Read the notice and package instructions to identify the authorized requester, request route and release conditions.
Treat a missing document as an unresolved input to the pursuit. Do not interpret a locked attachment as permission to estimate away the requirement.
Confirm what is missing
Record the notice action, attachment name, document date if shown and the part of your review that depends on it. Check whether the attachment is a technical package, an amendment, a reference document or something else. Those objects can create different questions.
Then look for access instructions in the solicitation itself. The public description may only direct you to the attachment. The guide to requirements in attachments explains how to build that document map.
Follow the stated route

A sign-in problem and a release-authorization problem are different. Resolve account issues through SAM.gov’s support resources. Resolve the procurement’s access condition with the authority identified by the package. Avoid sending controlled material through an ordinary support request.
What the Warren package actually says
The retained DLA Land Warren engine assembly solicitation SPRDL1-26-R-0121, posted August 21, 2026, places its technical-package instructions on pages 11–12. It identifies a SAM.gov restricted-attachment route and requires the JCP-registered custodian to make the request.
The same section contains export-control and DLA Enhanced Validation language that depends on the TDP carrying an export-control warning. The retained solicitation does not establish that warning. The defensible review result is “custodian-only request identified. Conditional export-control/DEV applicability unresolved.”
Source notice action. This is one retained action. Later notices or amendments may change the instructions.
Keep a short access log
Record the request date, requester, route, public source reference, response received and remaining question. Link the request to the estimating or technical work that depends on the file. If access is denied, retain the stated reason and ask about the permitted next step rather than inferring a company-wide eligibility result.
